In1970, this center was originally established to training technical personnel for the subordinate units under the Ministry of Economic Affairs. Thanks to the rapid development economy in Taiwan, coordination with the national needs of bringing up talented people and reinforcement of vocational training, with the approval of Executive Yuan on June 30, 1984, it was put under the jurisdiction of the vocational Training Bureau of Ministry of the Interior.

On Aug. 1, 1987, it was further put under the jurisdiction of the Bureau of Employment and Vocational Training, Council of Labor Affairs, Executive Yuan, with its continuous efforts in training technicians and on-the-job technicians by means of the training equipment and teachers of this center. Meanwhile, full play is given to the functions of the center in offering relevant technical service to enterprises and skill testing as well as holding skill contests.
